The procedure is pretty simple

after the PP elections its up to the PP Wink

usually the PP or election head will start a sign up page on the forums and people submit there interest along with 3 choices of regions they want to run in. The PP will finalize the list a few days prior and people can place themselves

Always open to suggestions on a set procedure though
